Phase II of the Coastal Resilience Master Plan (CRMP) will build on the work completed in the 2021 Phase I plan. The purpose of the Phase II plan is to provide a more comprehensive picture of overall flood risk and resilience in coastal Virginia.
Development of the Phase II plan is currently underway. It will be complete in December 2024.
Conduct additional flood exposure modeling that incorporates forward-looking, rainfall-driven (pluvial) flood hazards. This new modeling will be added to existing riverine (fluvial) flood hazards, as well as coastal flood hazard modeling from the Phase I plan.
Update the impact assessment completed in Phase I, leveraging available data for all major sources of flooding.
Supplement and improve the Coastal Resilience Web Explorer with a new interactive user portal which will allow local governments and other flood resilience project owners to provide ongoing updates to the CRMP projects and initiatives inventory.
Solicit updated project and initiative data from PDCs and localities to update the inventory from Phase I.
Supplement and improve the Coastal Resilience Web Explorer with updated information on funding opportunities.
The four subcommittees of the Coastal Resilience Technical Advisory Committee (TAC) will provide recommendations to inform future planning efforts.
Feedback collected in Phase I: This plan will build upon what we learned while creating the 2021 Phase I plan.
Other ongoing engagement efforts: Many governments in Virginia’s coastal region are already working with partners to develop plans, projects, and initiatives for flood resilience. DCR will work together with these other engagement processes and collaborate wherever possible.
Coastal Resilience Technical Advisory Committee (TAC)
This codified advisory body meets twice on a quarterly basis. Once as a full committee, and once in subcommittees. The TAC is tasked to assist with developing, updating, and implementing the Virginia Coastal Resilience Master Plan.

End User Survey
An online survey collected feedback from local governments, planning district commissions, state agencies, tribal governments and other stakeholders regarding how they have used the Coastal Resilience Master Plan in the past. It also collected feedbakc to help us to understand the challenges and opportunities in funding and financing flood resilience action.
Call for Flood Resilience Projects & Initiatives
An updated inventory of ongoing and planned efforts to address the challenges of flooding was developed to inform the Coastal Resilience Master Plan update. Between January and April of 2024, local governments, planning district commissions, tribal governments, state agencies, non-profits and others were invited to submit their projects and initiatives to be included in the inventory via the User Portal for the Coastal Resilience Web Explorer.

End User Meetings
DCR will host meetings with end users – particularly local governments and tribal governments – who have not otherwise been engaged in developing the plan. DCR will share information about the master plan and request feedback on planned flood resilience efforts, challenges, and opportunities for state support.

Flood Story App
DCR’s Flood Story App is a new online mapping tool that allows individuals to submit photos and descriptions about how they have experienced flooding challenges in the past. Visit the app to share information about your flooding concerns in your community. This data will help us to present stories about how flooding is already impacting coastal residents in the Phase II plan.
Community Meetings
DCR will co-host or attend meetings with community-based organizations interested in learning more about the master plan, and how to build flood resilience in their communities. This effort will prioritize meetings with organizations serving or representing underserved communities. Contact us to learn more or request a meeting online.
