The Virginia Soil and Water Conservation Board adopted final stormwater management regulations (Virginia Stormwater Management Program (VSMP) Permit Regulations Parts I, II, and III) on May 24, 2011, that were based on recommendations from a regulatory advisory panel (RAP) and its subcommittees. The regulations became effective on Sept. 13, 2011. The development of these new stormwater management regulations was the result of input from experts, a broad spectrum of stakeholders and significant public debate. The end result is a set of regulations that provides innovative tools for local decisions, protection of local waterways, and consistent application of new state and federal requirements. The date for statewide local government implementation of stormwater management programs is July 1, 2014.
In December of 2011, DCR staff began a comprehensive outreach process to local government elected officials and staff to explain not only the regulations but also the benefit of adopting stormwater requirements at the local level. Based on feedback received through this process, DCR has developed a suite of tools for use by local governments as they build their programs. This section of DCR’s web page is dedicated to the stormwater management regulation “roll-out” and will be updated on a regular basis to add new tools and information to guide in local stormwater program development. DCR has formed a Stormwater Local Government Advisory Committee (SWLGAC) to advise the Department on their development of tools, outreach and training related to local stormwater program implementation issues. DCR is offering 6-hour training sessions statewide to educate local government staff and other stakeholders about the history and implementation of Virginia’s Stormwater Management Law and Regulations and the 2012 Integration Bill. The Virginia Department of Conservation and Recreation (DCR) hosted a pre-bid conference earlier this year on the DCR Locality Stormwater Program Development Request for Proposals (RFP), which was issued on July 30, 2012. Click here for DCR’s news release on the RFP.
