Hiring Range: $56,000 - $68,000

The Department of Conservation and Recreation (DCR) seeks a qualified, skilled professional contracting officer to join our team. This position will perform all procurement activities related to the development of formal and informal Quick Quotes, RFPs, IFBs, Sole Sources, and Emergency Procurements. This position will also serve as the Agency’s Small Purchase Charge Card (SPCC) Program Administrator and the successful candidate will ensure the agency’s compliance with procurement and Small Purchase Charge Card regulations. The position will assist to maintain procurement and contract files, develop internal policy and procedure, and aid the agency in achieving SWaM goals. Procurements are performed for all manner of complex goods and services in a fast-paced, team-oriented environment. The successful candidate is expected to perform procurements quickly and accurately, while maintaining consistently high standards to meet the expectations of all stakeholders. This position will provide timely assistance and communication to agency cardholders, supervisors, and Department of Accounts regarding the SPCC program
Minimum Qualifications
• Knowledge of the VPPA and APSPM and how to apply these public procurement regulations effectively to ensure compliance while securing the goods and services needed.
• Demonstrated experience administering and overseeing the Commonwealth’s Small Purchase Charge Card program as a Program Administrator.
• Detailed oriented with experience in efficiently filing robust procurement files and adhering to records retention requirements.
• Experience with an e-procurement solution, preferably eVA.
• Ability to interpret specifications to develop comprehensive scopes of work, negotiate contracts, and coordinate with agency staff and suppliers.
• Experience researching, analyzing, and evaluating procurement questions and issues to then make sound and supported recommendations and decisions.
• Demonstrated ability to think creatively and strategically to streamline processes and procedures.
• Ability to prioritize tasks and resolve competing priorities.
• Excellent interpersonal, verbal, and written communication skills effective in training end users and vendors with the eVA system, responding to inquiries and resolving complaints.
• Ability to work independently, and in a team setting.
• Considerable experience with Microsoft Office Suite, with extensive Excel experience.

• Virginia Contracting Officer (VCO), Virginia Contract Administration and Risk Management (VCARM) certification, or the ability to obtain within one (1) year of employment.
• Experience developing and delivering training, in person and/or virtually.
