Hiring Range: $60,000 - $75,000
The Natural Heritage Program's work focuses on science-based conservation to protect Virginia's native plant and animal life and the ecosystems upon which it depends. Scientists collect data on natural communities and rare plants and animals, develop land conservation data and online mapping tools, and provide up-to-date information to enable timely conservation decisions. Virginia's Natural Area Preserve System provides long-term protection and outdoor recreation access to some of the state and the planet's most ecologically important lands. Our and our partners’ work focuses on ensuring the conservation of Virginia’s common, rare and endangered species and ecosystems. The Administrative Coordinator is responsible for managing essential aspects of the Division’s operation. This position will assist the division’s Business and Administration Manager with providing management leadership to ensure that Natural Heritage administrative programs, policies, advice and counsel meet the needs of DCR-NH people and projects, consistent with laws and mandates.
Key Roles:
• Oversee FAACS inventory; surplus property disposal: records retention schedule; risk management policy.
• Develop and facilitate training in regard to the administrative processes, as well as programmatic and operational controls in human resources, procurement, travel reimbursement/authorization, and fleet management.
• Conduct task analysis and workload alignment for 2-3 Administration staff.
• Assist with application of rules and regulations in support of the Division's administrative clerical support.
• Supervise and coordinate maintenance of office equipment and furniture.
• Support reconciliation efforts of Division's projects and funds
• Assist with monitoring and forecasting expenditures, revenues, and other obligations
• Assist with Division Grant and Contract Management
• Oversee the Purchase order request process and execution of PO request
• Oversee all travel and other non-personnel reimbursements within the division
• Prepare financial reports as instructed by the Division's Business Manager
• Oversees the onboarding of classified and wage staff
• Assist with Overseeing all personnel management issues related to operations of Natural Heritage in coordination with the section Natural Heritage Managers and DCR Human Resources office.
• Ensures timesheets and other program paperwork is completed per established guidelines
• Oversees the initiation and implementation of contracts and complex procurements in coordination with the agency Procurement office.
• Serve as the Division point of contact for IT support and Telecom ordering/invoicing.
Minimum Qualifications
• Extensive experience in administrative support.
• Demonstrated knowledge of and experience applying Generally Acceptable Accounting Principles (GAAP) and Generally Acceptable Auditing Standards (GAAS) as well as complying with state and federal laws, rules, and regulations related to financial management.
• Demonstrated experience which highlights skills in preparing reports and statements pertaining to financial revenue and expenditure data from multiple funding sources.
• Experience providing direct support at an operational level for tracking expenditures, preparing journal entries, and managing Time & Effort reporting.
• Demonstrated knowledge of and experience with HR-related functions; including recruitment, on-boarding, Workers Compensation Reporting, pay actions, and time/leave administration.
• Highly proficient computer skills with the Microsoft Office suite (Word, PowerPoint, Excel), to include Outlook and SharePoint.
• Function autonomously and proactively, working independently on a variety of assignments with minimal oversight.
Additional Considerations
• Knowledge of and experience managing general administrative functions; including overall office support (IT, mail, division phone line, etc.), fleet vehicle maintenance, facility management, OSHA recording/compliance, etc.
• Demonstrated knowledge of and experience with Commonwealth of Virginia travel and purchasing guidelines, systems, and functions, including managing travel authorizations and reimbursements, Small Purchase Charge Card support and reconciliation, vendor selection/management processes, eVA procurement, etc.
• Considerable experience using Commonwealth of Virginia systems for administrative and financial management tasks (e.g. Cardinal, TAL, etc.)
• Knowledge of and experience working with natural resource organizations and/or agencies.
• Demonstrated ability to communicate effectively on the level of technical literacy and understanding of the target audience you are addressing.
