DESCRIPTION
Six communities in Grays Harbor County, Washington, needed to adopt the new County-wide Flood Insurance Rate Map and Flood Insurance Study. The Chehalis River Basin Flood Authority offered to assist the communities with their ordinance amendment. The hitch was that community staff would need to listen to the reasons why adopting some higher regulatory standards at the same time would be beneficial. French met with community staff, one planning commission and three city councils. He walked through the recommended standards and drafted appropriate ordinance language.
Before the FIRM adoption deadline, two of the cities adopted all but one of the ten higher standards and the other four adopted all ten (including three feet of freeboard).
The need for higher regulatory standards is a nationwide issue and experience of Grays Harbor County demonstrates how to accomplish the adoption of higher standards. This webinar will review the approach followed, the rationale for adopting higher standards, the recommended higher standards, and the materials used.

• Understand the need to adopt standards higher than the minimum criteria of the National Flood Insurance Program.
• Have materials that explain higher standards to decision makers.
• Learn of an approach that convinced local decision makers to adopt higher standards.

French Wetmore is President of French & Associates, a floodplain management consulting firm. Prior to consulting, French was Flood Insurance Coordinator for the State of Illinois, 1976 - 1988. During that time, he was the Chair of the ASFPM Regulations Committee, but he left the job to become Chair of ASFPM in 1985. French’s consulting projects have including assisting communities with their floodplain management ordinances and administration. He was the lead consultant for the Community Rating System and its credits for higher regulatory standards. He is the author of several model ordinances, including the one used in the Puget Sound area to meet Endangered Species Act requirements and receive Community Rating System credit.
