The Flood Risk Management For Local Officials covers five topics of crucial importance to local flood resilience efforts:
· Virginia Flood Risk Information System (VFRIS) – the DCR web-based mapping tool which allows communities, realtors, developers and individuals to assess a property’s flood risk using FEMA’s FIRM data and other state and federal layers.
· NFIP Community Rating System (CRS) – voluntary program that incentivizes NFIP communities to take additional, proactive floodplain management measures by providing discounts to individual policyholders.
· FEMA RiskMAP – regulatory and non-regulatory flood risk products and how the process works from the planning stage to the effective map finish line.
· Floodplain ordinance – overview of the relationship between RiskMap and local regulations, including the map adoption process, the Virginia model ordinance, optional higher standards and amendment timelines.
· Elevation Certificates – review of the most current FEMA Elevation Certificate, including what the form is used for, how to complete it correctly, how to review the form for compliance purposes, and how the form ties into CRS activities.
