The SDE Tool was developed by FEMA to assist state and local officials in estimating building value and damage costs for single-family homes, manufactured homes, and non-residential structures. The tool is based on regulatory requirements of the NFIP for determining substantial damage and allows users without real estate, appraiser, or construction experience to develop reasonable and defensible estimates of structure value and damage estimates.
During this training, students will learn about substantial damages and how to use the SDE Tool to identify and record post-disaster damage data. This training is intended for community representatives involved in the administration and enforcement of floodplain management and emergency management. This training will be taught by DCR Floodplain Program staff.
Target Audience: Local Floodplain Administrators, Emergency Managers, and Building Officials
