The General Assembly codified the Flood Resilience Advisory Committee (the Flood Committee) in 2024 pursuant to §10.1-659. The Committee is responsible for advising DCR on topics related to flood resilience coordination, and assisting DCR with developing, updating, and implementing the Virginia Flood Protection Master Plan (VFPMP).
The public body will become effective on February 1, 2025, in accordance with House Bill 1458, and will convene at least twice annually.
Members of the Flood Committee are responsible for representing their organization to advise DCR on:
The Director of DCR serves as the Chair of the Committee, and the Chief Resilience Officer of the Commonwealth (CRO) as Vice-Chair.
All Flood Committee meetings are public meetings and will be posted to Virginia Regulatory Town Hall and the DCR Dam Safety, Floodplain Management and Office of Resilience Planning calendar.

The Flood Committee is composed of representatives or their designees from the following member organizations. The Director may invite participation by other representatives as deemed appropriate.
The Director may establish subcommittees or other bodies to advise on the development and implementation of the Coastal Resilience Master Plan and other regional flood resilience plans.
